摘要
对我国国有企业人力资本的现状进行了分析,指出国有企业人力资本运作低效的主要原因在于人力资本产权的丧失和激励机制的缺失,从物质激励和精神激励两方面探讨了适合我国国有企业的人力资本激励机制。物质方面的激励机制有股权激励和商誉的激励机制;精神方面的激励机制有双层晋升路线、声誉激励、成长激励、企业文化激励;在此基础上探讨了国有企业激励机制的配套机制,即建立有效的约束机制。
This paper points out that the main reason of the low operation effect of human resources in state-owned enterprise is the loss of power of human resources and the imperfection of encouraging mechanism.Then,from viewpoint of spiritual and material elicitation,the article discusses the encouraging mechanism of human resources which is suitable for the state-owned enterprises.The material encouraging mechanism includes the ownership of shares and the reputation encouragement which is put forward by the author.The spiritual encouraging mechanism includes double promotion ways,good reputation encouragement,maturity encouragement and the corporate culture encouragement.The author also comments on the corresponding mechanism of the encouraging mechanism of the state-owned enterprises,that is,establishing effective stipulation mechanism.
