公共政策在执行过程中,常常会出现被曲解、替换、扩大或缩小等政策失真的现象。导致政策失真的因素有很多,其中政策执行主体的政治态度、综合素质、利益需求、行为习惯及其所拥有的政策资源等起着决定性的作用。必须通过推进政治社会化、确立责任追究制、完善监控机制、优化执行组织以及扩大政策执行主体等措施,促进公共政策的有效执行。

In the course of implementing policy, the phenomena of policy that are distorted, substituted, expanded or dwindled often take place. There are many factors leading to the failures. Political attitudes, comprehensive qulitises, interest needs, behavioral custom and the possession of policy resources of the principal part are decisive to effective execution of policy. Political socialization, the establishment of responsibilities mechanism, the completion of monitoring mechanism, the optimizing mechanism of organization function and the expansion of the principal part should be used to implement public policies effectively.
