试论周恩来关于解决“三农”问题的思想主张

On Zhou En-lai's thought of Solving the Problem of "the Three Agricultures"

农业、农村和农民问题,是中国在社会主义建设中所面临的重大问题。周恩来一贯高度重视“三农”问题,提出了许多解决“三农”问题的思想主张。他从我国人多地少的现实出发,在中国共产党内第一个提出中国在发展经济中,必须以农业为基础;同时认为农业的发展必须走科技兴农、集约经营的道路;通过制定正确的政策落实农民的经济利益以调动农民的积极性,这是农业发展的根本出路;对于农村工作,周恩来提出一方面要加强领导,另一方面要通过综合治理方法,全面发展农村。

The problem of agriculture, countryside and peasants is very important in Chinese socialist construction. Zhou En-lai consistently concerns about “the three agricultures” and puts forward his opinion about solving the problem of “the three agricultures”. He firstly points out that agriculture is the groundwork in developing economics in China. Meanwhile he believes that the agricultural development must take the road of technology and intensive management and the peasants’activity should be mobilized through formulating the policies in favor of peasants interests. As for agriculture work, he emphasizes on strengthening the leader- ship and the way of comprehensive management to develop agriculture in full scale.
