当前制约水利产业资本市场发展的一个重要问题是一方面市场化发展不足,另一方面水利产业作为基础领域有着公共性、效益间接性等特点,存在着“市场失灵”。提出以产业政策制定和实施为基础,在水利产业资本市场的宏观环境营造、金融主体构建以及资本运作的市场化同时,加强政策引导,以推动水利产业资本市场的建立和发展并拉动水利产业的整体发展。

At present, the important problem restricting the development of capital market for water resources industry is that on the one hand, development of the market is deficient; on the other hand, there exists market failure owing to its commonality and indirect benefits. It is put forward that based on the formulation and implementation of industry policy, the capital market for water resources industry is cultivated and the policy guidance is strengthened so as to promote the full development of water resources industry.
