长江三角洲区域关系的博弈分析

GAME ANALYSIS ON THE REGIONAL RELATIONSHIP IN YANGTZE DELTA

在经济全球化的背景下,长江三角洲区域经济竞争力的提升要求打破行政壁垒,形成协调合作的区域关系,作为一个整体融入到国际经济格局中。本文引入博弈论的观点,分析了长江三角洲区域关系的现状,利用博弈论中的“囚徒困境”解释现有的冲突现象,总结了“囚徒困境”的化解思路,并在此基础上探讨了区域间形成“合作博弈,”谋求合作发展的几条途径。

Cooperation and conflict are two major aspects of regional economy relationship, so there is no exception in Yangtze Delta. On the economic meaning, Yangtze Delta includes three districts： Jiangsu, Zhejiang and Shanghai. Pursuance of maximal interest is the goal of governments of these three districts. Therefore, regional economic development is going with local protection, market division, repeated construction and difficult resource flow. On the other hand, the solution of some questions are required in order to promote the whole economic power of Yangtze Delta and participate into the international competition, such as elimination of administrative obstacle, formation of uniform regional market, regional division and cooperation and so on. Conflict is a necessary factor of modern economy system. Beside, distribution and harmony of benefits is the goal and key to make research on regional conflict. Game Theory provides a particular angle for us to understand and master economic phenomenon, thereby establish economy policy effectively. There are many literatures on the topic of regional relationship mentioned above by Game Theory, but most of them are theoretic discussion, and the practical research is absence. In this paper, Game Theory is introduced to analyze the relationship of the three districts in Yangtze Delta. The development of regional relationship in Yangtze Delta experienced three phases, and now many conflicts can be represented by “Prisoner＇s Dilemma”. Solution means of this dilemma are dependent on three points： first, the iterated game between districts; second, the establishment of regulation and items; third, undated cooperation. Based on these three points, some measures to enhance “Cooperation Game” between districts in Yangtze Delta are put forward in this paper. Establishing the conception of iterated game and undated cooperation, stipulation of regional cooperation, constructing institutions to harmonize regional relationship on all levels, and accelerating regional cooperation to avoid “Prisoners Dilemma”, will promote the harmony and cooperation of regional relationship in Yangtze Delta.
