高校预算约束软化意味着高校财务自主权与学校最终承担的财务责任不对称,学校及其决策者不能最终承担学校运作的财务后果。如果让学校拥有从市场融资的独立决策权,会导致学校过度贷款、过度支出。公立高校从市场融资的权力应该受到严格的限制和管制,原则上高校不能拥有自主从银行贷款的决策权。

What the soft budget constraint means that asymmetry between financial control power and ultimate financial responsibility in the public colleges. It will lead to the colleges and their decision-makers not to be able to bear the finacial result. If we permit the colleges having the independent power of decision-making, the colleges will trigger over loan and over expenditure. This suggests that the public college＇s right get loan from the loan market should be strictly limited. In another words, the public colleges should not be able to have the decision-making power from the bank.
