对合理低价中标法的适用性探讨

Probing into the applicability of the low and reasonable price method

在实施工程量清单招标初期,为寻求符合我国国情的评标模式,分析了我国现阶段采用合理低价中标法的理由;提出了常用的评价合理性的4个标准;对该方法的评审内容进行了探索;根据提出的合理性评价标准,将目前各种合理低价中标法的应用形式归纳为3种类型。这些研究为合理低价中标法的顺利应用提供了参考。

At the beginning of putting calling for tender with bill of quantities into effect, in order to seek the appraising bid model according with national conditions, analyses the reason of employing the low and reasonable price method at the present stage; advances four standards to appraise whether rationality or not;probes into the evaluated contents of the method, and sums the applied forms of the method of selecting the low and reasonable price up three styles according to the appraising standards. These studies provide some reference for employing successfully the method of selecting the low and reasonable price.
