对退耕还林后续产业发展问题的思考

On the Development of the Follow-up Industry in the Grain for Green

退耕还林工程实施6 a来,在生态环境的改善和增加农民收入方面取得了显著的成绩。但是退耕还林工程是一项政策工程,为了解决退耕还林区的长远发展问题,必须在完善退耕还林政策的同时,大力发展退耕还林后续产业。发展退耕还林后续产业必须坚持因地制宜、与农业产业结构调整相结合、与改善农业生产条件相结合、与农民增收相结合以及长短兼顾、以短养长的原则。退耕还林后续产业发展的模式主要有生态农业发展模式、林业产业化发展模式、林草间作—畜牧业—畜牧产品加工模式、林药间作—药材—制药模式和生态旅游模式。

The grain for green project （retreating cultivated land to forest and grassland）has been implemented for 6 years, Remarkable achievements have been obtained in the improvement of the ecological environment and farmers1income. Because grain for green is a policy project, in order to solve the long-term development problem, and the follow-up industry of post-grain for green project has to be developed in a more cost-effective way while perfecting related policies. To develop the follow-up industry, some principles must be followed,such as suiting measures to local conditions ,combining with the adjustment of agricultural structure ,with the improvement of production conditions of agriculture,with the increase of farmers＇ income ,and with long-term and short-term managements. The models of developing follow-up industry mainly are as follows：developing ecological agriculture,developing forestry industry, inter-cultivating forest and grass-animal husbandry-processing of the products of animal husbandry ,inter-cultivation forest and medicinal plants-herbal medicine-pharmacology,and ecological tourism,etc.
