中国地方政府机构绩效考评目标模式研究 被引量:30

摘要 现行中国地方政府机构绩效考评中存在的主要不足之处有:(1)主体笼统,监督乏力;(2)目的不明确,激励与约束机制不健全;(3)重形式,轻效果;(4)方法缺少科学性,制度化程度偏低。构建绩效考评模式,首先应该明确考评的目的、主体、方式和内容等基本问题。中国地方政府机构绩效考评指标体系,由服务质量、投入资源、产出结果、工作效率、遵纪守法和执行指令6项指标构成。考评模型的要点在于建立“绩效考评委员会”和制定“绩效管理条例”。
