基于灰色系统的国家新粮库运营绩效评价

Research on the Appraisal Method of National Newly-Built Grain Reserves Storehouse Operation Performance

本文认为,国家新粮库运营绩效内涵丰富,不是一个或几个方面绩效的简单叠加,而是一个综合的、集成的概念,对其评价也是一个多层次、多因素、多目标的综合评价。应用灰色系统理论对国家新粮库运营绩效评价的基本思路是:把国家新粮库运营系统、运营绩效及其影响因素之间的关系看作是“灰色”的,评价时将收集到的指标样本值与事先确定的标准进行内涵上的分析对比,确定各指标所属的类别,进而经过归纳集成,确定评估对象所属的类别。本文应用灰色系统理论建立了数学评估模型,讨论了评价步骤。

National newly-built grain reserves storehouse operation performance has great connotations and it is a comprehensive and integrated concept. So the appraisal of this performance is also a comprehensive appraisal which involves multi-layer, multi-factor and multi-objective. The basic idea of this appraisal is to think that the operation system of national new-built grain reserves storehouse, the operation performance and the relationships between those relative factors are “grey” While appraising, we should compare samples collected with those predetermined criteria from the aspect of connotation,and confirm the classifications of those appraisal objects. Based on the grey system, the author establishes a mathematic appraise model, and discusses the appraisal procedure.
