Overlapping Consensus: China Way in Qobal Perspective

基于华盛顿共识的失败、北京共识的提出,扩展Sen不可能性定理论证“全球帕累托”和“国家自由”的不相容性,扩展Arrow不可能性定理论证“全球帕累托”和“国际民主”的不相容性,重叠共识理念可缓解上述紧张关系。华盛顿共识、北京共识的分析均基于国家层面,是两者难以把握重叠共识核心的关键性不足。在美国之路和中国之路的比较中,进一步分析在国家立场上重叠共识不易达成;而Rawls的人民视角赋予了重叠共识更强的包容性。在共识观、国家发展道路和国际秩序的潜在逻辑关系基础上,探讨全球视角的中国之路特征。

Based on the failure of Washington Consensus and the putting forward of Beijing Consensus, this paper extends Sen Impossibility Theorem to demonstrate the incompatibility between 'Global Pareto' and 'National liberty', and extends Arrow Impossibility Theorem to demonstrate the incompatibility between 'Global Pareto' and 'International Democracy' . The tension can be released by the idea of overlapping consensus. The analyzing of Washington Consensus and Beijing Consensus is on nation vision, which is the key deficiency to hold the core of overlapping consensus. Comparing America Way with China Way, it is hard to achieve overlapping consensus on the standpoint of nation, but Rawl' s vision of people enhance the including capacity of overlapping consensus. This paper discusses the feather of China Way in global perspective on the base of perspicuity the implied logical relationship between consensus, national developing way and international order.
