湖南省矿产资源规划管理工作的经验及启示

Discussion on the Experiences and Inspiration from the Management of Mineral Resources Planning in Hunan Province

湖南省国土资源管理部门在矿产资源规划管理方面的一些好的做法值得借鉴和推广,存在的一些问题亟待研究解决。影响矿产资源规划有效实施的主要问题及原因:①规划的法律地位不高;②规划意识有待于全面提高;③规划实施管理制度有待完善;④规划管理信息系统的推广应用不尽人意;⑤地质资料管理存在缺憾。做好下一步矿产资源规划工作的建议:①加快矿产资源规划立法和制度建设;②做好规划中期评估工作;③适时推进规划年度实施方案;④加强规划管理信息系统的推广应用。

The paper introduces some good practice relating to mineral resources planning management in land resources management sectors of Hunan province.It also analyzes some problems to be settled urgently: legal position of planning is not high;the awareness of planning has much room for improvement;the system of planning implementation and management remains to be perfected;the application and dissemination of planning management information system and geological data management are imperfect.In addition,the paper offers some proposals for improving the mineral resources planning work: speed up the construction of mineral resources planning legislature and system;do the best in med-term appraisal of planning;timely forge ahead with the annual implementation approach of planning;strengthen the application and dissemination of planning management information system.
