无论从维持资源的可持续供应,还是保持良好的生态和环境,发展循环经济都具有重要的现实和战略意义。推动循环经济发展要加强相关理论和实践模式研究,提高各级政府和相关决策部门对其重要性的认识,借鉴国际、国内先进经验,采取综合措施。一是加快制订促进循环经济发展的政策、法律法规;二是加强政府引导和市场推进作用;三是在经济结构战略性调整中大力推进循环经济;四是建立推动循环经济发展的消费体系;五是探索循环经济参与国民经济核算的制度体系;六是开发循环经济的技术支撑体系。

The development of recycling industries has great practical and strategic significance regardless of maintaining the sustained supply of resources,or keeping a good ecological environment.The paper argues that promoting the development of recycling industries should strengthen the study of relevant theory and practical pattern,improve the understanding of government at different levels and decision-making organ,use the experience of domestic and other countries for reference,adopt comprehensive measures.It goes on discussing the specific methods for improving the development of recycling industries,these could include: step up efforts in institution of policy,laws and regulations;strengthen government guidance and the function of market promotion;give impetus to recycling industries in strategic restructuring of the economy;build consumption system;exploring the system of recycling industries' participation in accounting in national economy;develop technology support system.
