完善地勘工作体制 促进地质找矿的有效投入

Perfecting the System of Geological Exploration Work and Promoting Effective Investment in Looking for Mineral Deposit

我国现行地质勘查工作体制运行中存在的问题主要有:①国家基础性、公益性地质工作有效投入不足,难以发挥其先导作用和引导作用;②商业性地质工作投入不足;③政策环境不利于商业性矿产勘查投资。完善地质勘查工作体制,加大地质找矿投入的有效途径:①国家和地方将地勘工作纳入社会经济发展计划;②改革国家战略性矿产资源勘查投入机制;③政策上要鼓励勘查;④建立和完善商业性地勘工作投融资机制;⑤给予税收政策的支持;⑥应充分利用国内、国外两种资源,实施“走出去”战略。

The paper analyses the problems concerning the current system of geological exploration work: with insufficient effective investment,national basic and non-profit geological work has difficult in giving full play to its guide skill;insufficient investment in commercial geological work;policy environment is not appropriate to commercial mineral resources exploration investment.In respond to this,the paper puts forward the effective ways: the central and local government should bring geological exploration work into the plan of social and economic development;reform investment mechanism of the strategic mineral resources exploration of state;encourage exploration work in policy;establish and perfect investment and financing mechanism of commercial geological exploration work;supply support for tax policies;fully utilize both domestic and international resources and implement the 'go global' strategy.
