粮食安全与政府作用

Food Security and Government＇s Function

尽管工业的收益高于农业，但为了维护国家的粮食安全，政府必须保护耕地，在此前提下，政府应通过设立国家土地银行，推动耕地流转与规模经营。以调动农民种粮的积极性。不能把政府对农业的补贴理解为政府扶农的单向优惠政策。而实质是政府向农民购买粮食安全的必要支出。是农民与政府之间的公平交换。

The author thinks that despite the industry revenue is higher than that of agriculture; the government must protect farmland in order to maintain food security of the country. And on the premise of farmland protection, the government should set up national land bank and promote land circulation and segregation to mobilize positivity of the peasants on food supply. The author also emphasizes that instead of regarding the agricultural subsidy by the government as a single favorable policy to the peasants, it is essentially the necessary payout by the government to buy food security from the peasants and it is the fair exchange between the government and the peasants.
