我国现行的国有资产管理体制和地方国有企业控制权的制度安排导致地方国有资产产权结构的非对称性。而地方国有资产产权结构的非对称性则引发了“委托人问题”、控制权滥用和隐形私有化、控制权争夺和“政企不分”等现象。因此，彻底改变产权的非对称性结构，应该成为进一步深化国有资产管理体制改革和国有企业改革的着力点。
