关于建设节能省地型住宅的几点思考

CONSIDERATIONS ON CONSTRUCTION OF ENERGY AND LAND SAVING HOUSES

本文从加强城镇规化和城镇住宅建设两个方面,提出了建设节能省地型住宅的若干政策建议。要正确处理城镇建设与节约土地的关系,提高对地下空间利用的认识,鼓励建设普通商品房和经济适用房,注重住宅建设与使用过程中总的资源能源消耗,建立“建筑全寿命周期成本观念”。以科技创新为动力,以制定相应的技术产业政策和经济社会发展政策为保障,促进住宅建设的节地节能节水节材。

The article presents certain policies and opinions related to the construction of energy and land saving houses from the view of strengthening the planning of cities and townships and improving the housing construction in the areas. It points out the necessity for correctly handling the relationships between land saving and construction of cities and townships, further cognition of utilizing underground spaces, encouragement of constructing common commercial houses and affordable houses, paying attention to the total consumption of resources and energy in the course of construction and using of houses, and fostering the concept of all-hfe-circle service of buildings. To promote the saving of land, energy, water and materials in housing construction, the scientific and technical innovations are to be taken as the driving force and relevant policies for technologies, industries, economy and society are to be formulated as the guarantee.
