Connotation of College System and Setup of College

学院制是大学以学院为实体性主体和管理重心,凸显培养人才和发展学科等职能目标的内部组织结构形式与管理模式。实体性是提高学院制运行效率的保证; 不断追求学科发展的目标是实施学院制的根本目的。学院制的内涵要求学院的设置要遵循管理幅度原则,有效控制学院数量规模;遵循发展学科原则,规范设置学科性主体学院; 遵循情境性原则,灵活设置特色学院。

The college system refers to the inner structural form and management mode of a university to achieve the functional objectives of cultivating talents and developing disciplines by setting up colleges as the substantive entity and management core. The dependence upon university is the prerequisite for the implementation of college system; the subjectivity and low focus is the guarantee for improving the operational efficiency of college system; and the continuous pursuit of the objective and realm of disciplinary development is the essential target of college system. According to the connotation of college system, the setup of a college must follow the principle of appropriate management margin through effective control over the number of colleges, follow the principle of scientific development by regularizing the establishment of discipline-based subjective colleges and follow the principle of concentration on “situations” by setting up colleges with special features.
