铁路建设项目经济效益的计算对投资决策具有重要意义。剖析《铁路建设项目经济评价办法》(第2版),其适用范围及评价方法存在的不足逐渐显现。针对现行铁路建设项目国民经济计算方法的主要问题,提出需要遵循的国民经济效益计算原则。
