摘要 为了更好地保障城市的交通安全,使“电子警察”(即安装在路口的摄像机)能更准确地抓拍到违法行驶的车辆,介绍了应用视频图像特征检测技术,对红灯闯行车辆进行自动记录的实现方法和原理,同时分析研究了该类系统设计中应注意的几个主要问题:特征线的设置、摄录视场与车辆号牌清晰度的关系、违法车辆速度与CCD快门速度的关系以及CCD快门时间与环境光照度等.按照本文方法设计的多套系统在实际工作中取得了较为一致的理想结果. To guarantee traffic safety in urban areas and ensure that the “electronic police” capture the vehicles violating traffic laws and regulations, this work introduced the theory and application of characteristics detecting technology by video image which automatically records vehicles running red light . Several major issues that should be paid attention to in the design of such system such as. how to set the characteristic line of the video, the relationship between the recording site and the transparency of the vehicles' plate numbers,the relationship between the speed of the vehicles violating traffic laws and regulations and the shutter speed of the CCD, the relationship between the aperturetime and illuminance at the site, were analyzed. Several systems designed in accordance with the application of the methodologies have proved effective and led to ideal results in practice.
