西部民族地区生态环境的持续恶化,严重制约了西部大开发战略的实施和民族地区经济的发展,要改变这种状况,构建和优化生态环境保护的法治化机制就显得尤为重要。切实利用法律手段引导、规范、促进和保障西部民族地区生态环境的平衡协调,实现经济社会与生态环境保护的和谐发展。

It is the further deterioration of ecological environment that restrains the implementation of the strategy for developing West China and influences the economical development in the minorities regions of West China. To deal with this situation, we should form and perfect the law system of ecological protection there, and use legal means to make ecological environment, social and economical development harmonious and balanced.
