兰州城市安全体系建设初探

Exploration of Construction of Urban Safety System

通过对兰州城市安全问题的分析,指出主要问题在于城市设施密度过大、城市开阔空间流失、人口规模超过环境容量,对于地震,缺乏综合防灾法律体系,安全文化教育匮乏。建议架构应急减灾机制和社会公共危机管理机制并使其规范化、法制化,使用高科技手段,建立城市灾害风险基金,加强城市合理规划与建设,最终构建城市全方位安全体系。

The paper states that there are the main problems in Lanzhou- a high building density, a small space, population scale over its environmental capacity, short of law system of comprehensive prevention from natural calamity and safe education according to analyzing the urban safety. It puts forward some suggestions that the government should set up the emergency system of reducing natural calamity and public management system and make them regularized and legalized and the government should set up the funds for risk of urban natural calamity with hi- technology. Finally the urban safety system should be constructed in every aspect.
