我市是一个资源型缺水城市,人均水资源占有量低,水资源短缺已成为制约我市社会、经济可持续发展的瓶颈。“十一五”是我国全面建设小康社会、加快推进社会主义现代化的关键时期,必须统筹协调经济社会发展与人口、资源、环境的关系,进一步转变经济增长方式,加快建设节约型社会,实现我市水资源可持续利用。

Our city is that a resource type lacks water city, the per capita water resource is low in occupancy volume, water resource shortage has already become and restricted the society of our city, bottleneck of economic sustainable development. “eleven five ” is the key period that our country build the well-off society , accelerate advancing the socialist modernization in an all-round way, must plan as a whole and coordinate the relations of socio-economic development and population, resource, environment , change the style of economic increase further, accelerate building the economizing type society , realize the water resource sustainable utilization of our city.
