Why have the mining accidents occurred so frequently in China? It is reported that the collusion between mine owners and local government officials is serious in many coal mining areas in China. Almost every mining accident investigated has been tainted by corruption, which the local officials receive bribes from illicit mine owners in exchange for protection, or investing and sharing in coal mines. Then, these owners could get more profits without necessary licences under the protection of local government officials. This is one of the main reasons that so many mining accidents occurred and mine administration is in disorder. According to the Regulations of Civil Servants, the behaviors actually invade the mineral resources and the interests of country. At present, top governments are conscious of the hazards of the collusion between mine owners and local officials, have taken or are taking measures to prevent the collusion behaviors. The central government issued a circular that all local government officials and leaders of the state-owned enterprises with investment in coal mines should withdraw their money by the deadline, September 22. The circular said if these officials or leaders refuse to withdraw the illegal investment, they will be removed from their post. At the same time, the supervision over the officials and leaders by the administration departments and the public should be enhanced.
