This paper expounds that the core of the concept of scientific development is the people-based principle, demonstrates that the enterprises for the infrastructure construction should hold the people-based principle, and establishing the concept of scientific development, which must connect firmly with the variation of the age and the requirements of the people, must be done around the contents of five aspects, and make great efforts to realizing the harmonious development of the economic society.
