全球资源争夺,特别是石油资源争夺日趋激烈。以美国为主的发达国家极力控制世界石油的开采权和定价权,并维护石油运输通道的安全。我国的资源供求矛盾也日益突出。为应对资源短缺问题,我国不仅应采取有效应急措施,更应制订中长期资源发展战略、加快经济结构调整、转变经济增长方式,同时还应广泛深入地开展节约活动。

Global contention for resources,oil re- sources in particular,is becoming fierce with each passing day.Developed countries headed by the U.S.went all out to control the exploita- tion right of oil and its price in the international market,and safeguard the security of oil trans- portation.The contradiction between fast re- source consumption growth and supply shortage is also turning up conspicuously in China.To cope with such an issue,China needs not only to take austerity measures,but also to work out medium and long term resource development strategy,accelerate economic structural adjust- ment,change the growth mold,and earnestly promote resource-saving activities.(P21)
