试析美国对非新政策中的立法因素

摘要 20世纪末,随着美苏争霸格局的解体,国际局势发生了深刻变化,美国对外政策,特别是对非洲政策进行了重大调整,以适应新的国际形势,即以贸易和扩大对非洲投资成为美国对非政策的基础,实现了从政治向经济、从援助向贸易的转移。在此背景下,2000年,美国国会又通过了《非洲增长与机遇法案》(AGOA)。AGOA 的出台与美国对非新政策的制定实际是互动关系,即美国对非新政策的探索与 AGOA 法案的提出基本同步,美国对非新政策的提出与立法相互借鉴、相互影响,美国立法对美对非新政策既服务又监督。 By the end of last century,with the col- lapse of the international pattern characterized by the U.S.-Soviet contention for world he- gemony,and profound change of international situation,the U.S.had adjusted its foreign poli- cy including its policy toward Africa,so as to be accommodated to the new international situation and make smooth transition from the political ori- entated African policy to an economic orientated one and from aid to trade.Thus,the new U.S. African policy is built on expansion of trade and investment to Africa.Against this background, the U.S.Congress passed the AGOA in 2000, which is the end product of the U.S.African pol- icy adjustment,whose process had seen interac- tion between the new policy formation and legisla- tive activities,with the former propelling the latter and the latter finalizing the former.(P31)
