《京都议定书》生效只是人类保护气候行动的一个阶段性进展,后京都国际气候制度框架何去何从已迫在眉睫。“气候变化20国领导人会议”的设想旨在建立一个类似于西方七国集团的制度机制,取代《京都议定书》体制,以促进美国和发展中国家的参与。作者评述了“气候变化20国领导人会议”的战略设计,分析了“气候变化20国领导人会议”的法律地位和发展中国家的政治意愿,提出了中国在后京都谈判中的战略选择。
The entering into force of the Kyoto Protocol is only the first step toward the long-term goal of climate protection.The design of a post-Kyoto regime has been an urgent issue.The G20 architecture on climate change aims to promote the participation of the United States and the main developing countries through the establishment of a framework like the G7 to substitute for the framework of the Kyoto Protocol.The author explores the framework of the G20 architecture,analyzes its legal status and the political willingness of the developing countries,and proposes a strategic choice for the developing countries to participate in the post-Kyoto negotiations.
