摘要
当前学术研究方面一定程度存在的急功近利、浮躁浮夸等现象,不能简单地归结为科研评价问题.原因是多方面的,有些问题是因为与单位人事分配制度改革政策挂钩过紧引起的,需要各方面政策配套,采取措施综合治理.科研评价导向性强,既要重视,又要避免炒作,应当理性对待科研评价问题.科研评价应当坚持正确的评价导向,建立公开透明的评价机制,建立健全专家信誉制度,实行分类评价原则,对基地、项目、人才(团队)的评价要系统考虑,正确处理数量指标与质量指标的关系.
Some problems in present academic research, such as eager for quick success and instant benefit, can not be attributed to evaluation problems of scientific research. There are various reasons on it, some have relation with personnel distribution system. In order to solve there problems, it is necessary to have all-around treatment. Evaluation of scientific research must persist in correct evaluative orientation, establishing outward and lucid evaluation system, and so on to systematically consider the base, objects, personnel and other factors in the evaluation, and correctly manager the relationship of quantitative and qualitative indices.
