对我国失地农民“留地安置”模式几个问题的思考——以深圳特区为例

"留地安置"模式可以弥补征地补偿费用的不足,并使失地农民得到基本的生活保障,体现了较公正的权益分配。但是,我们认为,返还土地的产权应由集体所有转变为国家所有,留地安置应避免形成特殊的社区,社会管理结构应该规范化,集体经济组织的架构与运行应当规范化,返还土地的规划与建设应纳入城市统一规划、统一建设的序列。

The compensation pattern of returning land usufruct can make up for the shortage of compensation for land requisition, and make land - lost peasants have basic living allowances. It presents a fair allocation of rights and interests. But first, the local government should translate the landownership from collectivity- owned to state -owned, and the land usufruct returning should avoided come into the deviant community. Then, the social management system, the frame and working of collectivity -owned economics should be standardized. What＇s more, the planning and construction on the returned land should be brought into the line of the country＇s unified planning and construction.
