在日本首都圈规划行政体制形成过程中,规划机构设置、职能特征及政府间的关系随时代背景和社会经济环境的变化而变化。日本区域规划协调机制的主要特色就在于自上而下的规划协调,凭借强有力的规划行政体制,以项目规划为基础,通过项目规划和实施中的协调来协调地方间的利益等。这对我国开展区域规划编制、建立区域规划协调机制有所启发。
