关于城市天然气战略安全的思考

NG Strategy -to be Safe or Not

城市燃气用气需求的迅速增长与气源总量、调峰能力不足的矛盾日益尖锐,给城市天然气战略安全提出了严峻的考验。作者就该问题提出了构建天然气持续、稳定、安全的供应体系,构建调控有力的政府监管体系及构建政府控制的城市天然气安全战略平台等三点思考和对策,以作参考。

The contradictions between rapid growth of gas demand and insufficient gas supply or inadequate peaking shaving capacity are becoming increasingly acute, which are also the severe tests of our natural gas strategy--whether the strategy is safe or not. With regard to the matter, the author propounds three countermeasures for consideration, including a supply system with sustainability ,steadiness, safety and a governmental supervisory system with sound regulation, also, the natural gas safety strategy under governmental supervision.
