摘要
新公共管理运动所提倡的“管理主义”使公共部门的运作效率有所改进,公共服务的生产和提供在某些方面也得以改善。但是运用于管制性的、执行性的政策环境中,就易产生所谓的“公共权力的异化”,深刻地伤害公共服务的本质。因此“管理主义”的立论基础薄弱。公共服务是现代政府的第一要务,实行适度的规制、限制公共权力市场化是必要的。
The Administration Doctrine' that the new administrative campaign promotes can somewhat improve the efficiency of the public departments and the manufacturing and supplying of the public service in some way. But when it is used in the management and policy performance environment, the so - called public authority dissimilation'can easily come into being, hurting the public service quality profoundly. Thus the base of the Administration Doctrine'is weak. A good public service is the first urgent business of the contemporary government. It is indispensable for the government to govern and limit the public authority moderately.
