On the base of Hobbes's natural state theory, this essay analyses the relationship between liberty and obligation. It illustrates that liberty is the born power of the human being, while obligation originates from the guarantee of other people' s rights. In Hobbes' s prevision, there will be a vast personal space for the individual liberty in the civil society. Despite their great powers, the sovereigntors' rights are restricted, due to the extensive existence of the individual liberty and their obligations to their subjects on their shoulders. All these thoughts bring profound effect on the development of the western political theories in later ages.
