Socialism Harmonious Society must Stick to Basing on the People

人民群众的和谐是社会主义和谐社会的基础,社会主义和谐社会必须坚持以民为本;这是由人民群众的历史主体地位、中国共产党的宗旨与执政理念以及特定的社会现实所决定的。而构建“民本型”和谐社会关键在于政府,要求政府的职能定位由审批型向服务型转化,建立健全民主化决策机制,并构筑起对人民群众的情感工程。

The People＇s harmony is the foundation of Socialism Harmonious Society, and Socialism Harmonious Society must stick to the principle of basing on the people, which is determined by the people＇s historical status, the purpose and executive concept of the Communist Party, and the specific social reality. The government is the key to construct a harmonious society “basing on the people”, which requires the function determination of government should change from checking and approving to servicing, and perfect the democratic determination system and construct a warming project for the people.
