阐述了人力资本开发对经济发展的作用,分析了职业教育在人力资本形成和开发中产生的影响,并提出:加强人力资源管理与开发、提高人力资本存量与质量、大力发展职业教育以及职业培训是实现职业教育大众化、人力资本开发专业化、造就数以千万计的高素质劳动者和专门技术人才的根本途径。

The function of human capital exploration to economy is expounded, and the influence of vocational education on the formation and exploration of human capital is analysed. It points out that we should strengthen the management and exploration of human capital and improve its quantity and quality and then greatly promote vocational education and traning. These are the fundamental means to universalizing vocational education, specializing human capital exploration, accelerating construction of the investment and reward system of human capital, and finally bringing up thousands and millions of high-quality workers and special technological talents.
