摘要
现阶段我国的财政支农投资在促进农业经济发展和农民增收等方面发挥积极作用的同时,仍存在诸多问题。针对资金总量不足、结构不尽合理、财政资金管理体制不完善等方面展开分析,提出了建立国家支农资金稳定增长机制、调整和优化支农资金支出结构和完善政府财政支农资金管理体制等相关的改革对策及建议。
Many problems still exist in spite of the positive role of the present - stage financial agriculture- supporting fund in promoting agricultural economic development and improving the farmers＇ income. This paper, on the basis of a full analysis in the following aspects of insufficient amount of fund, unreasonable structure, and imperfect management system of financial fund, puts forward some relevant reform countermeasures and suggestions with regard to establishing the mechanism for the steady rise of our national agriculture - supporting fund, adjusting and optimizing the expenditure structure of agriculture- supporting fund, and perfecting the management system of the government＇s financial agriculture- supporting fund.
