以英克尔斯提出的现代化指标为参照系,分析了我国实现建设全面小康社会的目标及必须关注的几个关键问题;通过与OECD国家政府科技投入结构的比较,提出了我国科技投入结构调整的必要性及调整方向。

Based on the modernization index put forward by Alex Inkeles, this paper analyzes the goals of constructing Well-off Society completely in China and some key problems which must be paid attention to, and puts forward the necessity of regulating the structure and direction of science and technology investment by comparing the structure of science and technology investment of Chinese government with that of OECD.
