On the Characteristics and Problems of Quality Guarantee System of China's Higher Education

我国高等教育质量保障体系的建设大致与西方国家同步,但其形成有着自身的特点,经过20年的探索和实践,取得了不少经验和一定成就,但也产生了一些明显的问题,主要是:使用的质量标准过于单一,缺少国际性;保障主体单一,保障力过于集中于中央政府一极;重质量控制,轻质量审核和评估。

The construction of quality guarantee system of China＇s higher education is approximately in pace with western countries, but the formation of the system has its own characteristics. Despite the experience and achievements gained through 20 yearS＇ exploration and practice, there are still some obvious problems such as the unitarity of quality standard and guarantee subject, the lack of the quality of being international, paying too much attention to quality control while ignoring quality check and evaluation.
