摘要
欧元区东扩进程日益受到关注。在判断欧盟新成员加入欧元区的时机是否成熟时,可主要遵循两项标准:一是法律标准,基于《马约》框架下经济指标的趋同规定;二是理论标准,基于最适度货币区的组建条件。从法律标准判断,在规范欧元区东扩进程的制度框架下,欧盟新成员在实现经济变量名义趋同时会面临诸多障碍性因素。可以肯定地说,欧盟新成员在加入欧元区进程中会遇到许多困难和曲折,欧元区东扩道路并不平坦。
Following the enlargement of European Union, the enlargement of the Euro area has drawn much attention. Whether the new member states are mature enough to join the Euro area has been determined by two standard： one is the legal standard based on the convergence criteria of the Maastricht treaty, the other one is the theoretical standard rested on the optimum currency area theory. From the perspective of legal standard, the new member states will meet many obstacles when they are trying to reach the nominal economic convergence criteria under the legal framework of EU that regulates the Euro area enlargement. It is certain that the new member states will face many difficulties and challenge which means their path to euro is unsmooth.
