In a sense, public decision-making is different profit-oriented behavior game of decision-making subject. The author expounds the mechanism of decision-making game behavior in the public policy process from the aspects of game tender, game subject, game strategy and game norm, in order to set up a theoretical model of decision-making behavior analysis.
