Evaluation for the Policy of Affecting Framer's Income in Grain Principal Areas

粮食主产区在确保国家粮食安全中具有举足轻重的位置。一旦粮食主产区生产出现问题,就会危及国家的粮食安全。同时,如果国家政策不能突出保护主产区、支持主产区,让主产区生产粮食的农户获得较高的利润,农户就会放弃种植粮食,粮食种植面积就会随之而调减。因此,国家粮食政策的重点应放在粮食主产区。本文旨在对现行的影响粮食主产区农民增收的政策进行评价,并提出相应的对策及建议。

The grain major production zones are playing a very important role for the grain security of China. Once some problems appear, the country＇s grain security would be threatened. Meanwhile , if the government could not effectively support and protect the major production zones to win higher profit for peasants, they would not only quit growing grain, but also reduce the grain areas. Therefore, the grain major production zones should be the main point in the country grain policies. This paper aims to assess the policies that now are affecting the peasants＇ income, and make some suggestion.
