统筹城乡发展战略的制度性创新研究——以武汉市统筹城乡发展战略为例

On Institutional Innovation of Overall Planning of Development of Urban and Rural Areas

统筹城乡发展战略自提出以来得到了学术界的广泛关注,也是我国城市化进程探索中的一个新的突破。本文以武汉市统筹城乡发展战略研究为例,就统筹城乡发展战略的重要意义、目前制度安排对于武汉市统筹发展造成的障碍入手,进行系统性的分析,以期对武汉市统筹城乡发展制度的创新提出建议,并为我国其他地区统筹城乡发展提供较好的参考。

It is universally studied by the academic circles since the overall planning of developing urban and rural areas has been put forward in China. And it is a new breakthrough in China＇ s urbanization. Taking the overall planning of the development of urban and rural areas in Wuhan as example, this paper analyzes the striking significance of this strategy and the obstacles caused by institutional arrangement systematically. Based on this, suggestions are offered to the institutional innovation of the overall planning the development of urban and rural areas in Wuhan and an example is set for other areas in China.
