制约农民收入增长的体制原因及对策

Systematic Causes of Slow Peasants' Income Growth and Their Countermeasures

农民收入增长缓慢既有农业和农村经济内部的原因,也有制度安排和政策制定等体制方面的原因。制约农民收入提高的体制原因主要是:财税体制的偏向性;农村金融体制的偏差性;农村土地制度的缺陷性。实现农民收入较快增长的制度对策是:改革城市偏向的财税体制,调整国家利益分配政策;改革完善农村金融体制,拓宽农业投融资渠道;改革农村土地制度,促进土地的市场化。

Slow peasents＇ income growth has its root not only in the problems in agriculture and rural economies,but in some problems of institutional arrangerments and policy making. Systematic causes that restrict peasants＇ income growth include the leaning of the fiscal and taxation system,the deviation in rural financial system,and the limitation of rural land system.Their countermeasures include reforming the fiscal and taxation system leaning to cities and adjusting national policy of profit distribution; improving and innovating the rural financial system and broadening the channels for agricultural investing and financing ; reforming the rural land system and advancing the marketization of lands.
