养老保险是经济发展工业化进程中不可缺少的社会政策,应当适应我国城市化过程中转型人口的需要,由政府及时组织建立社会养老保险。我国虽已实施社会养老保险多年,但随着市场经济体制改革的深入,原有的养老保险制度不能适应改革和工业化进程的要求,需要建立起更符合实际要求的养老保险制度,改革的目标是应当建立最能体现个人积累性质的养老保险制度。

As an indispensable social policy in the process of economic development and industrialization, endowment insurance should be established timely by the government to meet the need of urban population transferred from peasants in the process of urbanization of our country . Although endowment insurance has been established for many years in our country , the original system of endowment insurance does not suit the process of reform and industrialization with the deepening of reform of market economy system, and an endowment insurance system more suitable for actual need should be established. The objective of this reform is to build an endowment insurance ＇system which can embody the nature of personal accumulation to the most.
