构建和谐社会的基础和根本是建立合理的利益关系格局,利益均衡有利于社会保持适当的张力和活力。构建和谐社会要正确把握利益关系的现实变动、分化、博弈、协调和整合;要发挥党和国家机关在建立合理利益关系格局中的主导作用;要形成对社会利益关系的清醒认识和理性共识。

Establishing rational pattern of benefits is basic and essential in building a harmonious society, for the balance of benefits will be good for helping a society to keep appropriate vigor and tension. We should correctly master the changes, differentiation, game, regulation, unification of benefit relationship in order to build a harmonious society. The party and government should play a leading role in building rational benefit relationship. We should have a clear realization of the relationship of benefits.
