新公共管理在日本的实践——兼谈对中国的启示

New Public Management--Japan's Practice

上个世纪70年代后半期以来,西方各国公共管理领域掀起了“新公共管理”浪潮。日本在引进这种改革措施时,为了适应本国传统行政文化,作了某些修正。在经合组织成员国中,日本的新公共管理改革是独特的,对中国的经济、行政改革有一些有益的启示。

Since the later years of 1970s, a strong reformational tide with the same or similar tropism has been formed in public management field in western countries. This is so - called “New Public Management” tide. The economic giant in A- sia-Japan also introduced several reformational measures with managerial tropism in a degree from western countries, such as “Agencification” and “Policy Evaluation”. But in order to adapt its troditional administration culture, these measures were made a little change. Among the OECD members, Japan＇ s new public management is unique. In the end, the author comes up with several revelations beneficial to China＇ s economic and administrative reform.
