分析东道国政策对FDI产生的影响是FDI理论的最新研究方向。在实践上,美国对FDI实行的国民待遇原则,韩国FDI政策从限制到促进的转变,印度FDI政策的封闭特征是三国FDI存量、流量及质量不同的主要原因。对FDI政策的理论研究和实践比较表明,世界各国的FDI政策都存在不同程度的规制与鼓励交替变迁过程,但变化的总趋势是向投资自由化方向发展。对我国的启示是,在正确把握规制与自由化的关系基础上,保持政策的动态连续性。

It is analyzed that the influence to FDI policy of host country is a latest research direction of FDI theory. In practice, a analyze framework of FDI policy among U. S. A, S. Korea and India is designed. The different reason of their storage quantity, current capacity as well as quality is principle of national treatment, from limits to the promotion and close the country to international intercourse separately in institution and policy. The research indicated that, the vicissitude course of FDI policy of the countries all over the world has manifested the evolution of restriction and encouragement to a certain extent,but the total development tendency is the liberalized direction. The international comparison conclusion of FDI policy is keeping the dynamic continuity of the policy on the basis of holding the restriction and liberalization correctly.
