建立和完善多层次医疗保障体系难点问题透析

An Analysis of the Problems in Building and Perfecting the Multi-Level Medical Guarantee System

多层次的医疗保障体系包括农村与城市两大部分。城市医疗保障体系包括基本医疗、社会医疗和补充医疗三个方面,农村医疗保障体系主要依靠国家政策倾斜扶助。这两部分医疗保障体系目前都存在一些缺陷,要在确定保障对象、筹集水平和个人帐户管理等方面进一步完善。

The multi-level medical guarantee system covers cities and the countryside. There are three parts in the medical care system in cities in our country. They are basic medical care, social medical care and supplementary medical care. The medical care system in rural areas mainly depends on funds from the government. By analyzing the disadvantages inthe two systems, this paper gives the opinions and advice on how to make sure of the medical care objects, financing level and management of individual accounts in hope of facilitating and perfecting the multi-level medical care system in our country.
