论法律基础服务与农村社会保障的兼容性

On Putting Fundamental Law Service into the System of Social Security in Rural Areas

中国农村社会保障制度改革的特殊性,在于中国国情的特殊性与所处时代的特殊性,以及这种改革制度自身的特殊性。因此,研究农村社会保障制度的着力点决不能也不应仅仅停留在解决物质生活层面上,同时还应该注意将法律所赋予农民的基本权利纳入其中。本文从农村法律服务的特质以及纳入社会保障体系的必要性分析入手,提出相关对策。

Because not only Chinese condition, but also the times of this system itself are special, the reform of the system of social security in rural areas in China is also special. So, we should not put all of our attentions on resolving peasant＇s material lives, but on their equal rights given by law. The first step： analyzing the characteristic of fundamental law service in rural areas; the second step： analyzing the necessity of putting fundamental law service into the system of socail security in rural areas; and the last one： raising advices related to it.
